Finland is the world's first country to create laws guaranteeing broadband access.

TEKES Finland's Minister of Communications believes minimum connection speed will improve the quality and availability of connections in sparsely populated areas

Starting next July, every person in Finland will have the right to a one-megabit broadband connection, says the Ministry of Transport and Communications.

Telecom operators must be able to provide every permanent business office and residence with access to a connection with a downstream rate of at least 1 Mbit/s as of July 1st 2010. By the end of 2009 the Finnish Communications Regulatory Authority will determine the telecom operators that will be imposed a universal service obligation in Finland.

The Finnish Communications Regulatory Authority will also monitor the compliance with the connection speed requirement.

Ms Suvi Lindén, Finland's Minister of Communications, believes that the definition of universal service and minimum connection speed will improve the quality and availability of connections in sparsely populated areas. This will promote the vitality of rural areas, provide a good environment for businesses, and enable electronic communications.
