The central goals of the Baltic Sea strategy published by the European Commission are to make the Baltic Sea region more environmentally sustainable, prosperous, safe and accessible with functional transport. Over 50 billion Euros is invested in the region between 2007 and 2011.

The strategy action plan draws together 80 projects, some of which have already been launched. For instance banning phosphates in detergents and Rail Baltica are beneficial to the conservation of the Baltic Sea. Rail Baltica is a railway connection, which will be opened between Tallinn and Warsaw. A joint maritime surveillance system which is planned for the region, alongside with intensified co-operation with Russia will also work towards improving the Baltic Sea environment.

The Finnish government has also finalized its own Baltic Sea report, which focuses on the most central themes for Finland.

The biggest threat to the Baltic Sea in Finland is eutrophication caused by agriculture. The government reports that it will focus the allocation of its environmental subsidies on high risk areas and field sections. Also oil spill prevention measures will be developed in co-operation with Sweden, Estonia and Russia.
